Districts is a card game that gives players a better understanding of the role of the EU in supporting and subsidizing individual member states. Each player builds their own small state from buildings that they previously purchased at a market. The goal is to be the first to power their own small state with solar energy alone. The way to achieve this can be easy or difficult, depending on the approach. However, one must constantly expect that the EU will adopt new requirements, sanctions or subsidies at any time that will either help you out or put obstacles in your way.

The finished product version is a compact card game with wooden capital displays for each player and can be taken everywhere due to its small size.
